Explanation, Purpose, Justification: The project is to widen I-35 to 6-lanes from I-35 and SH-9 West Interchange to North of Main Street in Norman. The existing Interstate in this area has deteriorated and is in need of additional capacity. The remaining portion of I-35 between Norman and Oklahoma City as been widened, or construction is underway. This improvement will help relieve traffic congestion in the area by providing additional capacity and increasing the safety of the facility. The proposed project includes design, right of way acquisition and construction of the proposed improvements.

Project: I-44 - US-62 Fort Sill

Explanation, Purpose, Justification: The project is to reconstruct access for safety reasons from I-44 /US-62 ingress/egress to Fort Sill. This project was requested by officials at Ft. Sill Army Base to correct deficiencies associated with the current access points at Gate 2 and Rogers Lane. The proposed improvements include removal of Gate 2 Bridge, construction of a two-lane access road between Rogers Lane and Gate 2 with access ramps and construction of a new deceleration ramp and bridge over the new access roads. Minor amounts of right of way will be required.

Project: SH-19 from US-177 to Ada

Explanation, Purpose, Justification: This project will replace approximately 11 miles of an existing narrow two lane road with an upgraded facility that includes 12 foot lanes and 8 foot paved shoulders. Vertical alignment and sight distance will also be improved. This project will compliment a section line road improvement that is already underway in the same area, which will result in a safer intersection between the section line road and SH-19 at Gaar Corner. The pair of projects will improve mobility and safety for business and personal travel between Stratford and Ada.

Lawton:

Project: East Rogers Lane Improvement Project – Interstate 44 to Flower Mound Road

Explanation, Purpose, Justification: The project location is East Rogers Lane between I-44 on the west and Flower Mound Road on the east. The existing roadway is a two mile long section of two-lane asphalt with open bar ditch drainage. The scope of the project is to widen the existing two-lane road to four and five lanes with curb and gutter, construct an enclosed storm sewer and drainage system, provide mitigation for possible changes in traffic patterns due to a possible closure of the Key Gate at Fort Sill, and provide reliable access to and from east Lawton during times of seasonal flooding along East Cache Creek.

Midwest City:

Project: Midwest Blvd Bridge

Explanation, Purpose, Justification:
The City of Midwest City is proposing the reconstruction of an existing twin span bridge crossing Soldier Creek on Midwest Boulevard, just south of NE 10th Street. The existing bridge is structurally and hydraulically deficient due to its age, however it is vital to Midwest City. The load capacity of the existing bridge forces fire trucks to be rerouted, causing an increase in response time for a northern portion of the community. A new single span bridge will have the capacity to handle the structural loading from heavy truck traffic, including emergency vehicles, and will hydraulically carry the flow of a 100-year storm without overtopping the roadway.

Project: SE 15th Street Corridor Improvements

Explanation, Purpose, Justification: The City of Midwest City is proposing to widen from two lanes to four lanes, a 1-1/4 mile span of S.E.15th Street that serves a major residential growth corridor in Midwest City and eastern Oklahoma County. The construction project extending from Lynn Fry Boulevard to Anderson Road will include curb and gutter, utility relocations and acquisition of right of way. This street improvement is recognized by city planners and developers as needed to support the continued growth in eastern Oklahoma County.

Chickasha:

Project: Widen Country Club Road in Chickasha

Explanation, Purpose, Justification: This project is to widen existing Country Club Road from two-lanes to four-lanes. The project will be completed in phases with Phase one to start at U.S. Hwy. 81 and proceed west on Country Club Road, approximately 4,000 feet to the I-44 (H.E. Bailey Turnpike) overpass. The funding being requested will be for Phase one of the project which will include the following: Design/engineering, environmental review, right-of-way acquisition, utility relocation, demolition of existing pavement, drainage work, base stabilization and surface construction to a widened four-lane cross section.

Ardmore:

Project: Ardmore Development Authority - intermodal freight facilities at Ardmore Industrial Airpark to facilitate international trade

Explanation, Purpose, Justification: Ardmore Development Authority requests funding for intermodal freight facilities at Ardmore Industrial Airpark to facilitate international trade, relieve freight congestion, improve freight mobility, and contribute to economic development in southern Oklahoma and throughout the region. The airpark currently features amenities necessary for air, truck, and rail freight, but expanded rail freight infrastructure will maximize the airpark’s potential for intermodal freight transportation. Specifically, this funding will go toward installing a rail switch on the Burlington Northern Santa Fe Railway and four miles of rail spur to and within the airpark, and designing and constructing transloading facilities at the airpark. The airpark is located 9 miles east of I-35 on SH-53.

Norman:

Project: State Highway 9 from 24th Avenue West to John Saxon Boulevard

Explanation, Purpose, Justification: This project is to widen State Highway 9 from the current 4 lane section with shoulders and grass median to a 6-lane section with a curb and gutter grass median. The project will start at 24th Avenue and proceed west to John Saxon Boulevard for a total of 5.10 miles. Of the total project cost, $2,500,000 will be used for design, $500,000 will be used for right of way acquisition, $500,000 for utility relocation, and $22,100,000 for general construction. This project will relieve congestion along the third busiest roadway in the City of Norman. The location is one of the most accident prone segments of roadway in the City, and design features of this project will encourage drivers to drive at slower speeds and improve safety. The project will also ease congestion in the morning and evening peak hours and improve traffic flow.

Ada:

Project: US-377 (Mississippi Avenue) and SH-1 (Arlington Street), Ada

Explanation, Purpose, Justification: This project will reconstruct and realign the intersection of US-377 (Mississippi Avenue) and SH-1 (Arlington Street), and widen SH-1 along a 1.5-mile segment east from that intersection. Additionally, the project includes construction of Americans with Disabilities Act-compliant sidewalks on both sides of the street.

Project: Reconstruct Kerr Lab Rd Ada, Oklahoma

Explanation, Purpose, Justification: The project would reconstruct 1.75 miles of Kerr Lab Road from its intersection with SH-99/US-377 (Cradduck Road) to the SH-3 (Richardson Loop) overpass and south from the SH-3 overpass to Brumley Road, and construct 0.3 miles of roadway to connect Kerr Lab Road to Stonecipher Blvd. and US-377. These improvements will provide an alternate route to and improve mobility for the businesses in the area, which employ an estimated 1,500 people. Right of way to extend the roadway from the intersection of Kerr Lab Road and Brumley Road to the end of Stonecipher Blvd. is in place. The project will also install Americans with Disabilities Act-compliant sidewalks and a bicycle lane along Kerr Lab Road.
